§25 — Merged rumor and unverified-claim register

Task 4 deliverable. Every rumor entry from every phase and Stage document, deduplicated. Row numbers are an index for this document only. The permanent identifier is the originating phase's ID (Phase 0 §3.1 rule 3; Phase 8 originates no IDs). Classifications are stated in the Handoff's 7 PRIMARY labels per §3.3. Per Phase 0 §3.3, a rumor that graduates stays here with its history intact — the register is the audit trail of how something came to be believed.
