§20 — Award and voting controversies
Lives in: Phase 2 Task 6 (ii)–(iv) and the traceable-allegations list; Phase 5 BCN-023. The 2016–2026 window lives nowhere (§4.2, U-4).
Phase 5's BCN-023 is an explicit, deliberate null and Phase 8 preserves it as such: "No direct evidence located tying FC Barcelona's commercial relationships to Ballon d'Or / FIFA Ballon d'Or voting outcomes" across 2010–2015. Phase 5 recommendation #4: "Record the award-voting result as a genuine null, not a gap to be filled later… absent that, do not manufacture an entry." Consistent with Phase 2's independent null on adidas's involvement in Golden Ball selection. Two phases, two searches, two nulls.
What is documented in-window:
- 2008 CAS Olympic-release dispute (2008/A/1622 Schalke; 1623 Werder Bremen; 1624 Barcelona v FIFA). FIFA's Players' Status Committee single judge ruled 30 July 2008 that clubs must release U-23s; CAS upheld the clubs' appeals, setting the decision aside "in its entirety because the Olympics is not on FIFA's International Calendar." Operative decision on/before 6 Aug 2008; full written award 2 Oct 2008. Blatter: "FIFA is surprised and disappointed by this decision, but we respect it." Despite the ruling, Barcelona (after Guardiola's intervention) permitted Messi to join Argentina's U-23s; he assisted the only goal in the 1-0 final. Panel composition (reported Barak/Bernasconi/Zloczower), Circular 1153 and the single judge's name (reported Aloulou) remain UNVERIFIED — the award PDF was never retrieved. Agüero/Atlético Madrid: not a party in the retrieved record.
- 2010 FIFA Ballon d'Or (first merged award, presented 10 Jan 2011). Reported: Messi 22.65%, Iniesta 17.36%, Xavi 16.48%; merged electorate = France Football's jury + national-team captains and coaches; each voter picked three (weighted 5-3-1). The official FIFA voting-results PDF was never retrieved — percentages are REPORTED, not primary-verified. The Sneijder counterfactual traces to Football Italia and is inherently speculative.
- 2013 voting extension. Deadline moved 15 → 29 November 2013, announced 20 November. Reason given: insufficient eligible voters (reportedly wanting ~75%). Platini joked FIFA did it "to please" Ronaldo. Final: Ronaldo 27.99%, Messi 24.72%, Ribéry 23.36%. Ribéry: "It was unfair… They extended the time for votes, and something strange happened." "Unprecedented" is REPORTED, LIKELY TRUE, not primary-verified — Phase 2 searched 2010–2012 and found no earlier extension, which is consistent with but not proof of the claim.
- 2014 World Cup Golden Ball. Chosen by FIFA's Technical Study Group after FIFA changed the process — previously "the result of a poll between the world's press and FIFA's Technical Study Group", now "the consequence of analysis by the latter body solely" (ESPN). Blatter, at the final briefing: "I was myself a little bit surprised when I saw Messi coming up for the 'golden ball'. But look at the goals scored by Messi…"; and on 28 October 2014: "I think the decision was incorrect." TSG member Houllier: "He fully deserves the Golden Ball." Maradona (13 July 2014): "when marketing people want him to win something he didn't (deserve to) win, it is unfair." Messi: "In these moments, the prize doesn't interest me at all." adidas's role in selection: no evidence located. Do not insinuate absent evidence.
- The 2015 Copa award. The best-player award was NOT presented at all — the intended new trophy "was not unveiled amidst the FIFA corruption scandal." This is distinct from "Messi refused it", which traces to beIN Sports via Diario AS, 5 July 2015 (also Marca; Tancredi Palmeri; Telegraph 6 July) — a single origin recirculated widely. CONMEBOL neither confirmed nor denied — record it as "no CONMEBOL confirmation located", not "denied".
- Outside-window, flagged by Phase 2: coaches (Kuwait's Jorvan Vieira; Fiji's Buzzetti; Albania's De Biasi) alleged their published votes differed from their submissions; a later captain (Juvenal) repeated it.
