Phase 2's controlling conclusion, quoted so it is not softened: "The evidence collected does not establish a consistent pattern of institutional or officiating favouritism toward Argentina. The single most significant contested incident (Neuer/Higuaín, 2014 final) harmed Argentina and directly undercuts a pro-Argentina-bias thesis; the clearest error that benefited Argentina (2010 Tevez offside v Mexico) produced a public FIFA apology."

Phase 2's own honest ceiling: "Reaching a stronger conclusion in EITHER direction would require: (a) the complete set of official FIFA/CONMEBOL match reports and referee-appointment records for all ~39 matches; (b) internal FIFA Referees Committee appointment deliberations; and (c) any primary document linking a named official to a specific appointment or decision. None was available in this audit."
Steelman, preserved: Pro-bias: Rizzoli refereed all three of Argentina's later 2014 matches — unusual familiarity. Rebuttal: the list is internally contradictory (the biggest 2014 call went against Argentina); appointments run through the FIFA Referees Committee under documented rotation constraints; no evidence of Grondona influencing 2014 appointments was found.
